There is very little private accommodation in Zagreb's old medieval town (Upper Town). Accommodation in Zagreb's Lower Town is scarce as well but here are a few centrally located options:

There's a great deal of private accommodation in Novi Zagreb (new Zagreb) south of the Sava river and near the Zagreb Fair Grounds. It sounds far but the Zagreb tram system is excellent. (see more on where to stay in Zagreb). Here are some rooms and apartments out of the centre:

Don't expect any great deals on Zagreb private accommodation. The cheapest accommodation may involve sharing an apartment with the owner. Having your own digs with a kitchenette and all can be pricey. This kind of arrangement makes more sense if you'll be in Zagreb several weeks.  Otherwise, I suggest you look into a cheap hotel or hostel.

There are a few agencies that find private accommodation for visitors. Most are closed on Sunday and most require you to be on site in order to reserve. Don't be surprised to find a surcharge for a one-night stay.

Zagreb's tourist office maintains a list of accommodation agencies and private rooms and apartments. The tourist office will not arrange accommodation for you.
